UPDATE: Committee Members of The QPR Official Supporters Club (OSC)...Out Monday: Club-OSC Minutes

Update re The QPR Official Supporters Club (OSC)

- Three weeks ago, the club and the Official Supporters Club(OSC) announced in a joint statement that they had met. Various questions were subsequently asked about the Official Supporters Club. (See below some "Open Questions" below)

The club have now responded to a questioner and have promised that minutes of the meeting will be posted on Monday, June 26.

According to another QPR Report poster: the following seven people make up the Committee of the Official Supporters Club:

- Brian Ahearne
- Linda Favell
- Rebecca Favell
- Brian Patterson
- Simon Patterson

QPR and the Official Supporters Club: Some Open Questions

Two weeks ago, (June 3rd) QPR and the QPR Official Supporters Club (OSC) issued a joint statement about the OSC meeting with Club Representatives about among other things, ticket prices. The joint statement went on to say "The meeting also highlighted the importance of the OSC as a mouthpiece for the fans. It was agreed that moving forward, the OSC would continue to meet frequently and will aim to meet monthly with the Club to discuss any issues or concerns that the fans might have. The Club proposes to publish a reminder of the upcoming meeting a week in advance and encourage the fans to contact the OSC with any topics they would like discussed. A summary of the points of discussion and the agreed next steps will be made available on the Club website following each meeting. The Club hopes that other supporters groups will also be able to hold regular meetings with the OSC, in order to allow the OSC to better communicate their views to us."

As others have noted, the OSC Constitution sets out certain things and a number of questions have been asked re the Official Supporters Club and how things are run. And a letter to the OSC was sent from 30+ fans, meeting the OSC bylaws. Two weeks later, things remain as unclear as two weeks ago.

So: Four Open Questions to the OSC and the Club (and there are probably quite a few other questions that could be posed.

[Note: These Questions were composed by someone else and were sent to the club several days ago. Thus far, the questions have yet to be answered.]

1) What was the response by the club to the OSC comments regarding the incredible rises in the cost of season tickets?

2) When will the minutes of the meeting be published?

3) As a member of the OSC (by being a ST holder) please could you inform me as to whom the representatives are?

4) How are the representatives of the OSC elected?

Not Believing Your Club

An admittedly, completely-unscientific survey of QPR fans, based on small numbers and obviously to a degree, self-selected based on those who visit and post on the QPR Report board. But still interesting.

The Poll Question: "When your Club & Another Club Offer Differing Versions Who Do You Believe?"

And the accompanying question: "When your club (or their Unofficial Official Proxy or their local media) says one thing. And another club says something different, who do you believe?"

The Responses Thus Far:

- Believe Your Club (0 votes, 0%)

- Believe Opposing Club (22 votes, 75.8%)

- Believe Both! (0 votes, 0%)

- Believe Neither (7 votes, 24.1%)

A Few Caveats:


As noted above, this is obviously not a scientific poll. But one wonders if this poll "went viral" across the QPR messageboard world and more people offered their view (and there were some kind of controls to prevent multiple postings, etc), whether the findings would be very different. (And obviously ANY messageboard survey would be somewhat self-selected by the fact that many don't visit or post on messageboards.)

It would also be interesting if this survey were done over a number of years, to see how fans felt about different owners, or at more positive and more negative times, etc.

It would also be interesting if other club fans did the same poll to see how different (if they were) would be the finding for others.

All that having been said, IF these "findings" for QPR really are in any sense representative of the broader QPR fan base, that would be a pretty sad indictment given that. The club NEEDS its fans to believe that we are all one an so forth.

Amit Bhatia Retains a QPR Interest

A very interesting and positive announcement - and hopefully a sign of something bigger in terms of the ownership of QPR - comes in today's announcement on the QPR Official Site: "TIGERS CUBS HANDED FUNDING BOOST"

The QPR announcement says in part "QPR in the Community Trust have received a major funding boost with the news that 'Global Relief Initiative' - a registered charity founded by Trustee Amit Bhatia - is committed to supporting, for a three-year period, the R's Tiger Cubs, a fully inclusive Football Club for children with Downs Syndrome (DS)."

Although the QPR announcement notes that "The financial support given by Bhatia - which was agreed prior to the end of the 2010/11 campaign" many QPR fans will hope that the Bhatia-Mittal interest in QPR will continue, endure - and most importantly, deepen, intensify and expand!!

Queen's Park Rangers today posted on its Official Site an announcement regarding its meeting with the Official Supporters Club (OSC). The club reaffirms its desire to control/syphon access to the club via its "Official" Supporters Club - rather than groups such as LSA or Indys or the various QPR fan sites.

The QPR & OSC STATEMENT

"On Friday 3rd June 2011, members of the OSC Committee met with representatives of the Club on behalf of the fans to discuss several areas of concern, chief among them the prices of Season Tickets for the upcoming season.
- The OSC has always met regularly with the Club for a number of years but it was felt that this was a more serious issue than usual and, as such, requested an urgent ad-hoc meeting.
- At the meeting, the OSC expressed the view that they were aware of concern amongst the fanbase regarding the increase in prices and the renewal period, putting forward their views in a frank and honest way.
- The meeting also highlighted the importance of the OSC as a mouthpiece for the fans. It was agreed that moving forward, the OSC would continue to meet frequently and will aim to meet monthly with the Club to discuss any issues or concerns that the fans might have. The Club proposes to publish a reminder of the upcoming meeting a week in advance and encourage the fans to contact the OSC with any topics they would like discussed. A summary of the points of discussion and the agreed next steps will be made available on the Club website following each meeting.

THE OSC CONSTITUTION

QUEENS PARK RANGERS FC OFFICIAL SUPPORTERS CLUB CONSTITUTION AND RULES

PART A: CONSTITUTION
1. Name
1.1 The organisation shall be referred to as the Queens Park Rangers FC Official
Supporters Club (hereinafter called “the OSC”)
1.2 The headquarters of the OSC shall be: c/o Queens Park Rangers Football Club,
Loftus Road Stadium, South Africa Road, London W12 7PJ

2. Objectives and purpose of the OSC
2.1 To encourage the support of Queens Park Rangers Football Club (hereinafter
called “the Football Club”)
2.2 To represent the views of the membership directly to the Football Club and form
a link between the supporters and the Football Club
2.3 To assist the Football Club whenever possible, as required
2.4 To work in a fundraising capacity predominantly for, but not restricted to, the
QPR in the Community Trust and the QPR Centre of Excellence
2.5 To encourage supporters’ social activities
2.6 To encourage friendly relationships with supporters of all football clubs
2.7 To forge a positive relationship between the Football Club and the local
community

3. Membership
3.1 Membership of the OSC will be open to all supporters as part of the Season
Ticket and Membership renewal/application process

4. Annual General Meetings
4.1 An Annual General Meeting (“AGM”) of the OSC shall be held every calendar
year, with effect from 2010, to carry out the following business:
(I) To receive an annual report of the OSC’s activities for the previous year
(II) To receive and approve the financial accounts of the OSC for the previous
year
(III) To appoint or sanction the appointment of members of the committee
(IV) To discuss other matters relating to business of the AGM as communicated
to the Secretary and included in the notice of the meeting
4.2 At the OSC AGM each member (over the age of 16) shall have one vote

5. Finance
5.1 The OSC Committee shall at all times ensure that proper records of account are
kept of all transactions connected with the activities of the OSC
5.2 Accounts of the OSC shall be prepared annually, and a copy made available to
every member attending the AGM
5.3 An OSC Committee Member shall not make any profit or gain from any OSC
activity or event
5.4 In the event of the winding up of the OSC all its assets, monies and other
securities shall be disposed of to Queens Park Rangers Football Club

6. Relationship with Queens Park Rangers Football Club
6.1 The OSC is managed independently of the Football Club as are its finances
6.2 The Committee will represent the views of the membership through the Football
Club’s representative attending meetings at intervals throughout the year

PART B: RULES
1. OSC Financial Year
1.1 The OSC financial Year shall run from 1 August to 31 July each year

2. The Committee
2.1 The Committee shall consist of at least 9 adult members, position of office to be
decided by the Committee. The Committee can increase the number of
representatives on the Committee by a majority vote
2.2 Committee members shall serve a term of office of three years
2.3 Any Committee member who fails to attend three consecutive meetings of the
Committee without reasonable explanation shall, unless the Committee shall
resolve to the contrary, be deemed to have resigned from the Committee (and
shall be ineligible for re-election for the next year)
2.4 The Committee shall have the power to co-opt members to assist in the
organisation of events, as and when required
2.5 It is expected that Committee Members shall not use any OSC meeting or event
as a forum for their own means or to further personal or political opinions or
agendas
2.6 All business of the OSC shall be deemed confidential and only relayed to non
members by agreed means and by the Committee
2.7 Unless specifically requested by the Committee, the publishing of OSC business
in any public domain is strictly prohibited. This, and the dissemination of any
OSC information, shall be considered a serious breach of membership rules
2.8 The OSC Committee has sole authority over entering into contracts, agreements
and payments on behalf of the OSC

3. Meetings
3.1 The Committee shall meet at such time or times as the Committee shall
determine, but at a minimum would aim to meet at least once a month
3.2 It is envisaged to hold regular meetings with Supporters’ Groups, at a minimum
on a bi-monthly basis, with feedback discussed at a separate meeting with a
representative of the Football Club also to be held bi-monthly
3.3 A quorum shall be deemed to consist of 50% of the Committee membership plus
one
3.4 Representatives of the Football Club may be asked to attend meetings as the
occasion/event dictates
3.5 The Committee may invite any person(s) to attend meetings in a ‘non-voting’
capacity
3.6 An Annual General Meeting (“AGM”) of the OSC shall be held once a year during
the playing season
3.7 The secretary shall post up at South Africa Road and also in the match day
programme at least fourteen days before the AGM a notice of the meeting
stating the time and the place where it will be held and the business to be
conducted
3.8 An Extraordinary General Meeting may be called at any time by the Committee
or by written request to the secretary of a minimum of 30 adult members. Such
a request shall state the purpose for which such a meeting is required
3.9 At the Annual General Meeting of the OSC such members of the Committee who
have served their term of office shall retire and may offer themselves for reelection.
Co-opted members may offer themselves for election at the Annual
General Meeting
3.10 Voting shall be by a show of hands or by ballot paper whichever procedure is
deemed more expedient by the chairperson

4. Finance
4.1 The OSC shall have a general account (currently with HSBC) and all cheques
drawn on such account shall bear at least two of the designated signatories
4.2 Any monies raised should always be counted and verified by TWO members of
the Committee

5. Alterations to the rules
5.1 Any proposed amendments to these rules shall be put to members at an annual
general meeting of the OSC and shall then be adopted or amended or repealed
by 75% of the members present who are entitled to vote

6. Life Membership
6.1 The Committee shall have the power to offer life membership to members or
others wherein the Committee will have sole discretion over such invitation

7. Expulsion from the Committee
7.1 Committee members may be suspended or expelled from the Committee for
refusing to comply with the provisions of any of these rules or for any other
cause deemed by the Committee to justify such suspension or expulsion,
provided that at least two thirds of the Committee then present vote in favour of
his/her suspension or expulsion

8. Unspecified matters
8.1 Any matter not covered by the above rules shall be dealt with by the OSC
Committee

Players Coming and Going

- Another week closer to the start of the 2011/12 season (and less than two weeks before the 2011/12 Fixtures are released). And another week in which QPR have not strengthened their squad.

A slew of players have been linked in the press as being QPR targets. Some exciting names. Some rather less so. Unfortunately a couple of genuinely-exciting prospects appear to be joining QPR's Championship Promotion Rivals.

QPR this week announced the release of eight players - Gavin Mahon, Georgios Tofas, Josh Parker, Lee Brown, Joe Oastler, Elliott Cox, Romone Rose and Pascal Chimbonda.
and the contract extension of two players: Max Ehmer and Peter Ramage

A Skysports Championship Team of the season included three players from QPR: Paddy Kenny, Clint Hill and Adel Taarabt (and several others who've been linked to QPR!)

- Meanwhile QPR's Adel Taarabt (who continues to be linked to clubs in the UK and abroad), walked out on Morocco this week after he being told he wouldn't start against Algeria.


OFF THE FIELD MATTERS

Not for the first time, some of the major news and gossip occurs off the field.

- In a brief statement on the QPR Official Site, late Friday afternoon, the club announced that they would not be appealing the FA Fines which revolved around the handling of the Faurlin transfer.
(See also the FA Report). That means QPR will paying the 850,000 pound fine and half the FA's costs (and of course QPR have their own lawyers fees to pay.)


Some QPR fans unhappy with current developments, especially Ticket Prices, announced a protest at Loftus Road. Strangely it seems to have attracted no protestors - including the ones announcing the protestors. Reportedly fan groups seeking to express their views directly to the club were told to do it through the Officially-Sanction Official Supporters Club.

- Local journalist, Ben Kosky had an article excoriating the current owners of QPR, Bernie Ecclestone and Flavio Briatore.

And in the Non-QPR world: QPR partial owner's Bernie Ecclestone F1 attracted some controversy with the decision to reschedule the Formula One Grand Prix in Bahrain.

Finally, the Annual QPR Report (hopefully all-encompassing) List of QPR Websites was posted!

- Below is the annual QPR Report Guide to/list of QPR Fan sites. Hopefully the list is a compehensive and even-complete (but probably not!)list of those QPR site. While QPR Report's own blog and messageboard have been placed at the top of the list, this list is not necessarily in order of from "best" to "worst" (as if there some objective way of measuring those qualities); nor from largest to smallest; nor from oldest to newest. The number of QPR fan sites continues to grow. Some attract sizable numbers of visitors and posters. Some far fewer. Some are long-standing; some are far newer.
